Zen Citizen filed an RTI request on Feb 15, 2025, seeking details of Sakala appeals from the past six months.
Our goal is to identify which services receive the most appeals, which have the highest rejection rates, and the reasons for rejection. This will help us prioritize services that need guides the most and pinpoint the key friction points causing application rejections.
Text of the online application, as below.
I request the following information under Section 6(1) of the RTI Act, 2005.
Period to which the information relates: 2024-2025
Please provide the details of all Sakala appeals made in the last 6 months, including:
- Service Name – The name of the service for which the appeal was made (example, Application for Driving License)
- Appeal Type – Whether it is First Appeal or Second Appeal under Sakala.
- Department – The department to which the service belongs.
- District – The district where the service request was made.
- Taluq – The Taluq where the service request was made.
- Office – The Office where the service request was made.
- Application Mode (First Appeal) – Whether the original service request was submitted Online or Offline.
- Application Mode (Second Appeal) – Whether the Sakala appeal was filed Online or Offline.
- Disposal Status – Whether the appeal is Pending or Disposed.
- Appeal Outcome (If Disposed) – Whether the appeal was Accepted or Rejected.
- Reason for Rejection (If Rejected) – The full text of the rejection reason for each rejected appeal.
2.Please provide the individual raw data, not summarized data. Please note that we are not requesting any personally identifiable information, such as the appellant’s name or contact details.
3. Please provide the information in an Excel or CSV format for easy analysis to the email address mentioned.
4. As per Section 4 of the RTI Act, 2005, if the above information is in the public domain, kindly provide the Links/URLs of the said websites.
- https://sakala.kar.nic.in/gsc_rpt/gsc_Reports/rpt_dlt_mnt_pency_lst.aspx provides some data, but not all the data I have requested. For example:
- This data is only for the particular month or a particular day. I need the data from Sep 1, 2024 to Feb 1, 2025.
- Also I need information that is not available in this report such as:
- Individual data records, not summary (without any personally identifiable information)
- The full text of the rejection reason for each rejected appeal.
- Application Mode (Sakala Appeal) – Whether the original service request was submitted Online or Offline. If Offline, whether by applying to the Competent Officer with a copy of Form-B or through the Sakala Call Centre.
- Application Mode (Sakala Appeal II) – Whether the Sakala appeal was filed Online or Offline. If Offline, whether by applying to the Competent Officer with a copy of Form-B or through the Sakala Call Centre.
5.As per Section 6 (3) of the RTI Act, where an application is made to a public authority requesting for an information which is held by another public authority, or the subject matter of which is more closely connected with the functions of another public authority, the public authority to which such application is made shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer.
6. As per section 7(3) of the RTI Act 2005, In case, there are further fee required to provide the requested information, I request the PIO to inform me of the additional fee amount along with the calculations made to arrive at the amount.
7. As per section 7(8)(iii) and 7(3)(ii) of the RTI Act 2005, I request the PIO to inform me of the particulars of First Appellate Authority.
