When a Single Day Drags On: Addressing Delays in Karnataka’s Marriage Registration

We recently published a guide on the marriage registration process in Karnataka.

Under Sakala, Karnataka’s implementation of the Right to Services Act, the mandated turnaround time for issuing a marriage certificate is 1 day. While this appears to be a quick and citizen-friendly process, in practice, it is not.

There are two distinct stages in the workflow.

  • First, the citizen submits an application with supporting documents: proof of age, identity, address, marriage, and Aadhaar authentication of the bride, groom, and witnesses.
  • Only after the application is reviewed and accepted by the Sub-Registrar’s Office (SRO) does the system allow the citizen to make the payment.

The time between application submission and payment activation is often where delays occur. In many cases, SRO staff take several days to review and approve the application, creating unnecessary bottlenecks in what should be a straightforward process.

This delay creates an opportunity for gatekeeping, making it easier for SROs to nudge citizens toward third-party agents who can “expedite” the process, with a portion of the payment potentially going to the SRO through informal channels.

Would it be possible to start the Sakala clock from the point of application submission, instead of payment? The clock could pause once the file is approved and the system awaits payment, since the next step would then be in the citizen’s hands.

I reached out to the Additional Director of the Sakala Mission with this suggestion. To their credit, the Sakala team is already ahead of the curve; they have identified this gap and recommended the improvement to the Revenue Department. It is unclear why implementation hasn’t begun. Are there significant technical challenges? Or are other fixes simply being prioritized?
